Botswana Economic Citizenship

The Government of Botswana has introduced  a bill to introduce citizenship by investment programme, to attract investors and stimulate economic growth under  Citizenship Amendment Bill creating economic citizenship under a new Section 15A of the Citizenship Act. The Citizenship (Amendment) Bill 2025 was presented by Minister of Labour and Home Affairs Maj. Gen. Mokgware on 15 Dec 2025.

The once diamond rich country faced with high unemployment rate, particularly among youth, the amendment to citizenship act aimed to lure investors who would, in turn, assist in job creation and bring more skills into the country, thus creating employment opportunities. The Impact citizenship by investment  programme  is expected make Botswana a more conducive climate for luring capital into the country. The Program aims to attract significant investment and jobs in the fields of a manufacturing, mining and energy, agriculture, infrastructure, financial services, and green economy and renewable energy, among others, or such sectors that might be prescribed by act.

  • Main applicant: USD 75,000–90,000 (government contribution)
  • Spouse: USD 10,000
  • Children under 18: USD 10,000 each
  • Adult dependents: USD 5,000 each
  • Due diligence: approximately USD 5,000 per adult.

Parliament

Dual Citizenship Approved


The Botswana Parliament on December 17 approved the Citizenship Amendment Bill of 2025, which legally permitted dual or multiple citizenship aimed at attracting HNWI people into the country.

Fast Track Citizenship

The Botswana CBI program provides investors a shortcut to naturalisation bypassing residence, and language requirements. The Ordinary naturalization requires 10 years of residence within a 12-year period, plus 12 consecutive months before the application date. There is also a Setswana language requirement. 

High Vetting Standards


All investors would be thoroughly assessed by multiple stakeholders, including security organs, to ensure that they had no linkages or records of criminal behaviour, such as money laundering, illicit drugs, and human trafficking, among others.

Limited Citizenship Rights

Investors would not be allowed to among others, register or vote in the general elections or any elections under the Local Government Act, hold public office, have access to free education in any school owned or funded by the government, apply for government funding, be allocated state or tribal land, and work in disciplined forces.
